Cant install a program?

I have W7 professional , And I am trying to install a new program and it just keeps saying cant install this program due to a previous request to reboot. Re boot youre computer and try again. I have closed everything down cleaned my computer with CCleaner rebooted 3 times and still I get the same message . I have installed the program on my laptop with W7 no problem
