Either you can get a new copy of windows, or take it to a shop and have them do it for you. Sounds like windows isn't activated, you'll need the key to activate windows, which is why I said get a new copy and do a clean install of windows, if not have a computer tech do it. Which will consist of them reformatting windows, and fixing anything else that's wrong with it, be prepared to pay for there work though.
