Is it true the only difference with the SPS Remington tactical and 700P is the quality of the stock?
Yes, but that can be a very important difference depending on what you use the rifle for. If you hunt, target shoot (informally) or use it for purposes other than competitive shooting, you won't notice the difference. Most people take little differences too serious, especially when it comes to guns. Most guns, these included, will out shoot the operator. I agree with Col. Cooper who said "a half minute of angle rifle is like a 200mph Nascar, interesting but academic". Snipers need extreme precision but the longest actual police sniper shot was a tad over 70 yards (military is another animal). If you can't get within two football fields then you need more sneaking up training, not a better rifle. The 700 action is a proven one although I must admit to a preference for the Mauser claw which is used on several brands, no difference in accuracy though.
