My computer won't let me open anything?

My computer froze during a windows update. So I re-booted it. Everything started up perfectly fine and normal. However, when I click on something, it doesn't do anything. I tried in Safe Mode, and everything came up fine, but also wouldn't let me click on anything. I am in need of some serious suggestions. Im pretty sure I have no viruses but I could be wrong. Please help! Im on the internet on my phone right now, that's how im online.
