SOMEONE LAPTOP HELP PLEASE?

my laptop will turn on start to load then a blue screen appears an it shuts off over n over.... iv tried re-booting it, reformatting it, i deleted every download, iv checked the fans its not over heating,iv put it safe mode an it stays on iv ran multiple scans an checks an they all say everything is normal... what can i do HELPPP PLZZ????
